Guillermo, Chad Vincent Florentino Abstract - Higher Education Institutions (HEIs) increasingly rely on data governance and quality management systems to enhance institutional transparency, sustainability reporting, and strategic decision-making. This study investigates the role of data governance mechanisms and quality management practices in strengthening Sustainable Development Goal (SDG) reporting among universities using institutional evidence derived from the 2025 Times Higher Education (THE) Impact Rankings submission. The study adopts a qualitative-descriptive and document analytics approach to examine governance structures, evidence management systems, stakeholder engagement processes, and quality assurance practices associated with SDG reporting. Findings reveal that structured data governance significantly enhances evidence traceability, policy alignment, reporting accuracy, and institutional accountability. Furthermore, integrated quality management frameworks improve cross-functional coordination among academic, administrative, and sustainability offices. The study proposes a Strategic Data Governance and Quality Management Framework (SDG-QMF) for HEIs to improve sustainability reporting readiness, accreditation compliance, and global ranking performance. The paper contributes to the growing discourse on digital governance, institutional analytics, and sustainability-driven quality assurance in higher education.
